That is homemade Chinese dried duck or it could be pork. Like jerkey but it is cured with salt first then left to dry. Maybe in preparation for Chinese New Year?
@Leo- Not to worry it was in front of an apartment building. Trusting folks given all the dogs and cats in the neighborhood- meow!
