Captain Paul Yep

SFPD Richmond District Police Station
Weekly Update 03-17-2016

From Captain Paul Yep:

Dear Richmond District residents, merchants and community members,

As the new Captain of Richmond Police Station, I first want to thank Captain Simon Silverman for his dedication and service to all in this District and the City of San Francisco. I know everyone who got to know him will miss his hard work, intelligence and distinctive sense of humor. The City is now a safer place at night with him as a new citywide Night Captain.

I have been in the Police Department since 1996 and I have worked at Central, Northern Southern and Taraval Police Stations I have also worked in the Community Relations Unit, Domestic Violence Reduction Unit, Vice Crimes Division and a Station Investigations Team. Most recently I had been the Director of the Police Academy for the past two years. I was born and raised in San Francisco and graduated from Lowell High School and San Francisco State University (BS/Business Administration).

I am proud to be able to tell you all the communities and visitors of the Richmond Police District are well served by a professional, motivated, and engaged group of Police Officers. We will continue to educate the public, eliminate factors contributing to crime and direct our enforcement efforts using the latest technologies available and crime prevention strategies.

My immediate goals are to take steps to control Auto Burglaries, Residential Burglaries and to reduce Traffic Collisions in our major roadways and thoroughfares.

Here are some of the incidents that occurred in the Richmond Police District this week:

ARREST: ROBBERY WITH GUN
03/11/2016 3:20 PM
Clement & 3rd Ave
Two unidentified males wearing ski masks entered a jewelry store located at 202 Clement St. One suspect brandished a silver handgun at the victim and demanded he open the cash register. As the victim was giving the first suspect cash from the register, the second suspect broke a glass jewelry case and began quickly grabbing pieces of jewelry. With cash and jewels in hand, the two suspects ran out of the store and jumped into a waiting silver getaway vehicle.

Richmond Station officers, in conjunction with SFPD’s Gang Task Force and the Northern District Police Station’s Plain Clothes Team, identified and arrested one suspect in the City of Stockton and the other suspect as he was returning from a trip to Las Vegas. Both suspects are career criminals and one of the two suspects is currently on Parole.

**We hope the suspect had a run of good luck while in Las Vegas, because his luck ran out once the Officers from SFPD caught up to him at the airport!

ARREST: BURGLARY OF STORE
3/12/2016 05:47 AM
Sacramento St. & Lyon St.
A clothing store located on Sacramento St. was burglarized in the early morning of 03/12/2016. When Officers arrived on scene they noticed the store’s glass front door had been shattered. Officers observed a white curtain hanging from the front door of the store with a large blood stain running across it. A search of the store failed to locate any sign of the suspects. When the store owners arrived they told Officers a laptop and several pieces of clothing were missing.

At approximately 8:00 AM that same morning, Bayview Station Officers stopped a vehicle that was in violation of numerous California Vehicle Code sections. When the car stopped, the passenger jumped out claiming he needed to get to the hospital since he had a severe cut to his hand. Inside the vehicle, Officers located several pieces of new clothing with the tags still attached and a laptop. When the vehicle’s occupants were unable to provide receipts for the laptop and clothing, officers grew suspicious and investigated further. Their investigation revealed the clothing and laptop belonged to the store that was burglarized in the Richmond District. Both suspects were arrested for the burglary and booked into County Jail.

ROBBERY WITH FORCE
3/14/16 6:00 PM
Great Highway & Fulton St.
The victim was sitting at a bench located at Fulton & Great Highway. An unidentified male suspect approached him, sat down on the bench next to him and engaged the victim in conversation. The male suspect then pointed to a scar on his own face and told the victim he was a killer and to give him all his money or he would kill him. The victim, afraid for his life, handed the man all of his cash. Once he had the victim’s money the suspect stood up and bear hugged the victim, then licked his face and fled in an unknown direction.
Suspect: Black male, 50-55 years old, 5’6 wearing dark baggy clothing.

DOG BITE
3/15/16 4:36 AM
Fulton & 3rd Ave
Richmond Station has Officers specifically dedicated to patrolling Golden Gate Park. On 03/15/2016 at approximately 4:30 am our Golden Gate Park Officer teamed up with Officers from the Park Police District Station and several SF Park & Rec cleanup crews to focus on a large encampment of street people at Fulton & 3rd Ave. As one of the Officers was walking eastbound on the south sidewalk of Fulton St. he observed a shopping cart blocking the sidewalk. As the Officer attempted to walk around the shopping cart, a large dog ran out of the bushes and bit the Officer in the right knee. The dog’s owner yelled at the dog and the dog let go. Other Officers arrived on scene and transported the dog back to Richmond Station to be picked up by Animal Care and Control. A records check of the dog’s owner revealed several outstanding warrants for her arrest. The owner was later booked into County Jail on the outstanding warrants. The Officer was transported to the hospital where he was treated for the dog bite and later released.

  1. Welcome Captain Yep. Nice to see your team is making arrests. We can only hope they will result in trials instead of catch and release.

  2. Welcome Capt. Yep! Thank you for all you do for us in the Richmond.

  3. Welcome Captain Yep.
You have some big shoes to fill here, and it looks like you are well suited for the job and on the right track.
Am very encouraged to hear your focus will be on quality of life crimes.
Best of luck to you sir!

RE: The dog bite. There was a man bitten in GG Park a couple of months ago by a large white dog, apparently the female owner fled with her dog… perhaps she is the culprit.
