Weekly Update 03-24-2016

I have been working at Richmond Station for exactly thirteen days. In that short time I have had great conversations with many supportive and engaged community members and community groups in the Richmond District.

I want to thank David Heller of the Geary Street Merchants Association for his input on our auto break-in crime situation. Thanks to my Community Police Advisory Board, Co-Chair, Traci Teraoka, for guiding me through my first CPAB meeting. Thanks to all of the speakers, who took the time to come speak at the Police Commission meeting at the Jewish Community Center on March 18th. Also, thank you JCC for hosting the event. Finally, it was a pleasure to meet and talk with the members of the Clement Street Merchant Association and their President, Cynthia Huie.

Great news: Richmond Station District Attorney Liaison, ADA Marc Massarweh, will be contributing to this newsletter in the future on a monthly basis.

I am hoping to meet more community members in the near future to discuss issues in our neighborhood. I would like to have coffee every Thursday at 9:30AM with one or two community members. If you are interested in having “Coffee with the Captain”, please email me at paul.yep@sfgov.org.

Here are some of the incidents that occurred in the Richmond Police District this week:

MENTAL HEALTH DETENTION

2ND Ave & Fulton St.
Officers responded to a home on 2nd Ave on the report of a person sending suicidal messages to his brother. The reporting party was concerned because his brother had said he attempted to overdose on Oxycodone the night before. When Officers arrived they were unable to locate the suicidal person. With the help of the man’s brother, they tracked his iphone downtown to 8th & Brannon St. Officers went to that location but were still unable to locate him. Officers were advised by the reporting brother that the phone was now tracking near the original address. Officers responded back to the suicidal brother’s home where they located him. The man told Officers he had been depressed for some time and had recently taken Oxycodone at night in hopes he “wouldn’t wake up in the morning.” Officers transported the man to the hospital where he would receive treatment.

ARREST: WARRANT, METHAMPHETAMINE & NARCOTICS PARAPHERNALIA POSSESSION

32ND Ave & Clement St.
Officers on patrol observed a vehicle parked at the southwest corner of a parking structure located at 32nd Ave & Clement St. This parking structure is a high crime area, known for stolen vehicles, recovered stolen vehicles and narcotics. Officers observed two individuals sitting in the parked vehicle, so they exited their patrol car to speak with the individuals. As an Officer approached the passenger side door he observed a glass pipe with a bulbous end and a clear plastic baggie containing an off-white crystal like substance sitting between the passengers legs. Recognizing the substance as probable methamphetamine, the Officers had the two suspects exit the vehicle. A search of the passenger located another plastic baggie containing an off-white crystal like substance believed to be methamphetamine. A computer check revealed the passenger had an outstanding warrant for his arrest. He was later booked for the warrant and drug violations. It was determined that the driver didn’t commit any violations and was released at the scene.

AUTO-BURGLARY & GRAND THEFT FIREARM

Anza & 28TH Ave
A person came to Richmond Station to report that his car had been broken into. He told Officers he had parked his car in the area of Anza & 28th Ave, where it sat for several days. When he returned to his vehicle he observed his back window was broken and a bag containing his firearm was gone.
**Firearms should never be left in parked vehicles, or in any unsecured location. When transporting firearms, they should be unloaded, stored in locked containers in the vehicle’s trunk, and removed from the vehicle once parked.

ARREST: DRIVING UNDER THE INFLUENCE OF ALCOHOL

Geary & Arguello Blvd.
Officers were driving eastbound on Geary Blvd. when they observed a vehicle driving without its headlights on. Officers activated their emergency lights and conducted a traffic stop at the intersection of Geary & Arguello Blvd. Upon making contact with the driver, they observed that his eyes were bloodshot and watery, and also smelled the odor of alcoholic beverages on his breath. Officers performed several Field Sobriety Tests and determined the man was too intoxicated to drive. The man was arrested for suspicion of driving under the influence of alcohol.

ARREST: AGGRAVATED ASSAULT & WARRANT ARREST

6TH Ave & Geary Blvd
Officers responded to 6th & Geary Blvd., regarding a fight between two males. One male was seen kicking a man who was lying unconscious on the ground. When Officers arrived both parties were separated and ambulances were called for the injuries on both parties. Officers spoke to the male who had been on the ground, who was determined to be the victim in the altercation. The victim told Officers he got on a Muni bus and saw the suspect yelling at an elderly woman then slapped her in the side of the head. The victim told police he intervened and told the suspect to stop. When the victim exited the bus, the suspect followed him off and onto the sidewalk where the victim and suspect got into a verbal argument. The suspect then punched the victim on the left side of his eye, rendering him unconscious. The suspect continued to assault the victim after he had collapsed to the ground. The victim was transported to the hospital for treatment. Officers ran a records check of the suspect, which revealed an outstanding warrant. After being cleared by Medics, the suspect was later booked into County Jail.
