Police Blotter – May 19, 2016 | Homeless encampment removed from Sutro Park

Weekly Update 05-19-2016

Officers from Richmond Station performed a joint operation with the United States Park Police and the Homeless Outreach Team (HOT) to assist in relocating homeless encampments unlawfully located in Sutro Park. The Officers walked the trails and spoke with each homeless person they came across while the HOT offered services. Whether or not all the offered services were accepted, at least one person accepted medical treatment & residential placement. City Department of Public Works (DPW) was contacted regarding the extensive amount of trash (see pictures below). Future joint operations are planned to include: DPW, SFPD, Park Police, Park Rangers and the Homeless Outreach Team.

Here are some of the incidents that occurred in the Richmond Police District this week:

ARREST: WARRANT

Fulton & 22nd Ave.
Officers responded to Fulton St. & 22nd Ave. to assist SF Rec & Park crews with combative subjects refusing to leave the park. The subjects were camping in the park with tents and gear in violation of the San Francisco Park Code. Officers performed a records check on all three subjects. Two had no outstanding warrants for their arrest so they were cited and released at the scene. The third subject had a felony “No Bail” warrant for his arrest, was taken into custody and was subsequently booked into County Jail.

ARREST: WARRANT; POSSESSION OF METHAMPHETAMINE FOR SALE

Great Highway & JFK
Officers observed a man sitting on the ground with large piles of litter surrounding him. Officers made contact with the man who provided them with his name. The Officers ran a records check which revealed a misdemeanor warrant for the man’s arrest. During an arrest search the Officers located two small baggies with suspected methamphetamine and several items of drug paraphernalia including: a scale, a glass pipe and a large amount of cash. The suspect was arrested and booked for the warrant and numerous drug charges.

THEFT FROM PERSON

Bayshore Blvd & Industrial St.
The victim came into Richmond Station to report a theft. The victim, an Uber driver, was flagged down by an unknown man. The suspect pleaded with the driver to give him a ride so he could meet his son. The victim felt uncomfortable about it, but finally agreed to help out. When the man kept changing his destination the driver became suspicious and then realized his I Phone from the seat next to him was missing. The suspect jumped out of the car and ran in an unknown direction.
Although this incident didn’t occur in the Richmond District, it’s serves as a reminder to trust your gut instincts. If you don’t feel comfortable doing something, don’t do it!

THEFT BY TRICK OR DEVICE

Divisadero St. & Pine St.
The victim was standing on Divisadero St. when she was approached by a woman asking for directions to Post St. A minute later a man pulled up with a bag full of money and asked both the victim and the woman to be witnesses since he “found” the bag of money. The man told the victim he was an investment banker and promised if she invested money with him they would all make a lot more money. The man drove both women to a bank, told the victim he needed to go talk to his boss, and later came out of the bank with even more money. The man told the victim if she wanted to make money she would need to give him $8000. The man then drove the victim to her bank where she withdrew $8000 in US Currency. At that time the victim handed the man her money while the other woman handed the man money as well. The man then dropped the victim off on Pine St., while the other woman stayed with the man, and told the victim to meet them at a restaurant on California St in an hour. When the man and woman never showed up at the restaurant, the victim realized they had been working together all along and she had been scammed out of $8000 dollars.
Suspect #1: Black male, 30-40 years old, 6’0, 200 lbs, clean shaven, short hair and last seen wearing a dark colored business suit.
Suspect #2: Black female, 40-50 years old, 5’3, 180 lbs, short hair and last seen wearing a purple jacket.

dog1ARREST: ANIMAL WITHOUT PROPER CARE OR ATTENTION

Fulton St. & Parsons St.
Officers responded to the area regarding a dog overheating in a vehicle. When they arrived they found a black lab named “Thor” in the back seat of a vehicle. It was a warm day in the City, with temperatures in the mid to high 60’s. All the doors to the vehicle were closed and none of the windows were cracked. All the vehicle’s windows were foggy with condensation. Officers were able to free the dog from the vehicle at which time Thor drank two 40oz cups of water. Officers called Animal Care & Control who responded one hour later. As Animal Care & Control was assessing the dog the owner walked up and claimed an unknown person had left their dog in the car with inadequate ventilation. Animal Care & Control took control of Thor and the owner was cited and released at the scene.

ARREST: TRAFFIC VIOLATION

Balboa & 40th Ave.
Officers were dispatched to 40th Ave and Balboa St. regarding a possible sideshow. When Officers arrived on scene they were flagged down by a witness who saw a vehicle traveling westbound Balboa St. doing doughnuts in the intersections. While attempting to locate the vehicle Officers saw multiple skid marks in several intersections. Officers caught up to and stopped the vehicle at 43rd and Balboa St. The driver of that vehicle was cited for reckless driving and several other infractions.

ARREST: POSSESSION OF STOLEN PROPERTY; CONSPIRACY

1400 John F. Kennedy Dr.
The Victim was eating her lunch at a picnic table when she saw a vehicle pull up to hers then shortly after speed away. The victim didn’t think anything of it until she went to the vehicle later and saw the window was smashed and her purse and several other belongings were gone. The victim was able to track her cell phone which “pinged” in the area of Baldwin Court and Ingalls Ave. The victim was able to provide Richmond Station Officers with a detailed description of the suspect’s car, which they relayed to Bayview Officers. Bayview Officers located the suspect vehicle with three occupants inside. When Officers went to speak with the occupants of the vehicle a huge cloud of Marijuana came emanating out of the vehicle. The Officers detained all three occupants of the vehicle. Richmond Officers called the victim’s phone and it began to ring inside the suspect’s vehicle. Ultimately all three suspects were arrested and booked for possession of stolen property along with other charges.

The Sandlot Program
The Sandlot program brings Police Officers and kids together in their communities so they are able to interact in a fun and healthy environment! Below are a few pictures taken from Wednesday, May 18 at Rochambeau Playground where Officers played kick ball with kids from Kittredge School. All children are welcome to attend and play with the Officers.
