Police Blotter – August 25, 2016; Driver pepper-sprayed in retaliation for honk at red light

Here are some of the incidents that occurred in the Richmond Police District this month:

ASSAULT WITH A CAUSTIC CHEMICAL

Park Presidio & Lake St.
A victim drove south on Park Presidio and stopped for a red-light at the intersection of Park Presidio and Lake St. When the traffic light turned green, the vehicle in front of the victim didn’t move. The victim gave the driver a quick “honk” to alert her to the green light. Instead of proceeding forward, the suspect driver got out of her vehicle and approached the victim, asking him to roll down his window. When the victim did, the suspect sprayed pepper spray at him and his passengers. The suspect vehicle was last seen fleeing southbound on Park Presidio.
Suspect description: Asian female, 30-40 years old, 5’8’, 130 lbs with dark hair.

ROBBERY WITH FORCE

Clement & 5th Ave.
A victim, who was walking west on Clement St. from 4th Ave, was tackled to the ground by three suspects. The suspects struck the victim several times in the face and took his iPhone and wallet. All of the suspects got into a silver Buick, which fled north on 5th Ave.
Suspect descriptions: Three white males, between 22-26 years old and all wearing black jackets and khaki pants.

ROBBERY WITH A KNIFE

850 La Playa St.
A Loss Prevention Officer noticed a male suspect walking out of the store with several bottles of liquor partially concealed inside of a bag. All of the bottles still had the security caps on their tops, indicating the items had not been purchased. The Loss Prevention Officer asked the suspect, if he had paid for the items. The suspect responded by mumbling incoherently and he kept walking. The employee attempted to stop the suspect; the suspect pulled a knife out of his pocket and brandished it at the Loss Prevention Officer. The suspect got away by getting into an awaiting green sedan.
Suspect description: Black male, 35-40 years old, 5’9’, 180 lbs wearing a white shirt and blue jeans.

ARREST: ATTEMPTED BANK ROBBERY WITH A GUN

Geary & 19th Ave.
Officers conducting surveillance on two suspected serial bank robbers followed the suspects to a bank located at Geary & 19th Ave. The suspects began to “case” the bank. They drove around the area, parked, got out their vehicle and looked into the bank. The suspects got back in their vehicle and drove around for several more minutes, eventually returning to the bank at Geary & 19th Ave. The Officers watched as one suspect exited the vehicle, wearing a disguise (wig, sunglasses etc.). The Officers immediately detained the two suspects. The suspect wearing the disguise was in possession of a firearm. Both suspects were arrested and booked on several felony charges.

ARREST: DRIVING WHILE UNDER THE INFLUENCE OF DRUGS

Geary Blvd. & 25th Ave.
Officers in the area of the Legion of Honor observed two males in a green Honda Accord, who were stopping and looking into several parked cars. The vehicle drove out of the area and failed to stop at a number of posted stop signs. Officers conducted a traffic stop on the suspect vehicle. As they approached the vehicle, they could smell the distinct odor of marijuana emanating from the vehicle. The Officers recognized the Honda’s California License Plate as one used in several previous vehicle burglaries throughout the Richmond District. The Officer, who spoke with the driver, smelled the odor of an alcoholic beverage from the suspect’s breath and person. The passenger in the suspect’s car identified himself and told the Officers he was on probation for possession of a firearm. The driver was arrested at the scene for driving under the influence and the vehicle was towed for further investigation.
The investigation of the auto burglaries is ongoing at this time.

ARREST: POSSESSION OF STOLEN PROPERTY

Spruce St. & Mayfair Dr.
Officers responded to the report of an occupied stolen vehicle. Officers quickly located the vehicle and detained the suspect. The Officers conducted a records search and discovered the suspect was wanted for a no bail warrant and was on probation out of San Mateo County for possession of a stolen vehicle. Officers additionally discovered the suspect was in possession of a bag of suspected methamphetamine, narcotics paraphernalia and a stolen parking pass to the garage, where the stolen vehicle had last been parked. The suspect was booked on several felony charges at County Jail.

ARREST: FORGERY & COUNTERFEITING

850 La Playa St.
Officers in the area of the 850 La Playa St. Safeway store were conducting an auto burglary investigation when they observed two suspects using a metal pipe attempting to gain entry into a vehicle. Officers recognized them as suspects in a previous auto burglary incident, where the victim’s credit cards were used at various locations. Both suspects were interviewed then cited and released from Richmond Station.

FRAUDULENT GAME OR TRICK

Clement St. & 32nd Ave.
Officers responded to a business regarding a fraud incident. The victim told the Officers he received a letter stating his PG&E bill was delinquent. When the victim called the phone number provided in the letter, he was told he could pay the bill by sending money via wire transfer. The victim wired money to the recipient, as instructed. The victim felt uneasy about the transaction and contacted PG&E directly. A PG&E representative told him they never called him and that they would never contact a customer to wire money to them.

If you ever receive a letter in the mail or a phone call requesting money or payment, try your best to verify the legitimacy of the business. Never give away any personal information, including social security numbers, passwords or bank account numbers unless you have positively identified the recipient.

NOTE: I recently received a check made payable to me, Paul Yep, for $1641.22 at Richmond Station. The check came via USPS in a “Priority Mail” envelope and did not have any additional paperwork, instructions or an explanation. I called the bank the check was drawn from and they told me the check was “no good” and to put it in the garbage. I asked if they wanted me to send them the check for investigative purposes. The representative said, “No. We already have a lot of them. This has been happening all over.”
