Police Blotter – March 30, 2012 | Prolific residential burglar arrested

CAPTAIN ERIC VINTERO’S MESSAGE
Members of the SFPD recently arrested a three-strike parolee who was responsible for a long string of residential burglaries in San Francisco and the Peninsula going back to December 2011. Taken into custody on March 13, 2012 was Albert Hernandez Jr., 44, who resides in Oakland and Daly City. He was arrested by San Francisco Police Officers as he was leaving a San Bruno residence with an armful of property. Hernandez was taken into custody after a brief struggle in which he attempted to flee from Officers.

The SFPD and other local agencies have photographed the recovered property and have uploaded the photos on a web site so that burglary victims can view and identify burglarized items. The web site is:

Persons who believe they recognize their property should send an e-mail to burglarydetail2012@gmail.com, and include the agency with which the report was filed, case number, and the image number and description of the item(s). An investigator from the appropriate agency will contact the victim.

NOTEWORTHY ARRESTS
On 03/25/12 at 7:55am, plainclothes officers were patrolling the area of Sutter and Pierce St when they observed the suspect walking along the curb line looking into the windows of parked vehicles. They recognized the male from a previous arrest and detained him. When the suspect took his ID from his wallet, the officers could see a second ID with someone else’s name on it. He could not explain how he obtained the ID card. He was also in possession of a counterfeit $100.00 bill, a shaved car key and a window punch. The 44-year-old male was charged with possession of the counterfeit bill, burglar tools and stolen property.

On 03/27/12 at 2:55am, officers responded to an alarm call at a business on the 3200 block of Geary Bl. When officers arrived they saw that the glass front doors had been smashed in. Upon making entry, they saw that another interior door had been kicked open and drawers had been opened counters doors had been broken off. Continuing their search of the business they saw that there was another exit door leading into another commercial building. As they made their way through the building and up onto the second floor, they found the suspect hiding under a desk in another office. Lying near him was property that had been taken from the initial business. The suspect, a 26-year-old male was charged with burglary.

On 03/29/12 at 7:55am, officers responded to a call of a suspicious pick up truck and person, and that the male was possibly “casing” homes in the area. The officers located the vehicle at 21st Ave and Cabrillo with a female passenger inside. She told them her husband had walked down the block to look for a friend. The officer could see on the front seat of the pick up truck a catalytic convertor and one protruding from under the front seat. Officers then located the husband at 20th and Balboa Street , and through an investigation determined that the catalytic convertors had been stolen from vehicles in the Sunset District. The husband, a 40-year-old male was charged with burglary, possession of burglar tools, and stolen property.

NOTEWORTHY INCIDENTS
On 03/25/12 on the 300 block of Euclid , the suspect gained entry into a laundry room of an apartment building and pried open the coin receptacle and took an undetermined amount of coins.

On 03/27/12 between 5pm and 10pm on the 700 block of 20th Ave , a suspect gained entry into a garage and took a bike. The suspect may have gained entry by hopping the back fence.

Between 03/27/12, 11:30pm and 03/28/12, 12:30am on the 2600 block of Sacramento St, a suspect gained entry into an alley way between two houses by prying open a side door. The suspect climbed the backstairs of one residence and hopped over to the neighbor’s stairs and into laundry room. The suspect then took a bike that was stored inside by cutting the chain.

On 03/28/12 at 10:30am, the victim was walking north on 17th Ave approaching Geary Bl. She noticed a light
colored SUV pull up next to her in a parking space and the driver/suspect exited the vehicle. He ran up from behind the victim and grabbed her wallet from her hands and fled to the SUV and went eastbound on Geary. The suspect was described as a black male, 25-27 years of age wearing all black clothing.

On 03/28/12 at 6:37pm, the victim was walking eastbound on Euclid approaching Collins Ave. As she got to the corner the first suspect stepped out from a slightly wooded area and grabbed the victim’s I-phone. The victim began to scream and tried to hold onto her phone. At this point a second suspect stepped out from the same area, grabbed the victim’s hair and pulled her to the ground. When the victim fell she dropped her phone which was then taken by the suspects. They fled to an awaiting silver sedan and fled west on Geary Bl. The first suspect was described as a black female, 14-17 years of age, wearing a black jacket and blue jeans; the second was a black male, 14-17 years of age wearing a dark baseball cap and sunglasses.

Local biz behaving badly – again. Fune Ya owner convicted by feds

Is it just me or does it seem like there’s been a rash of stories lately about crooked business owners in the Richmond District?

First there was Pho Clement not paying employees properly for overtime hours (to the tune of a $316,000 settlement).

Last week, we got word that John Campbell’s Irish Bakery failed to pay some of their employees at all – for months - after the owner expanded too quickly and ran into financial problems.

And let’s not forget the Clement Street convenience store owner who was stealing winning lottery tickets from his customers, only to be exposed on national TV by Dateline NBC’s Chris Hansen.

But now there’s a new one to add to the list, with his own colorful story of crime.

The latest Richmond District business owner to behave badly is Michael Chen, the owner of Fune Ya Japanese Restaurant at 354 Clement Street.

The Chronicle reports that Chen was stashing receipts in boxes in a crawl space underneath the restaurant floor. Feds found 26 boxes of receipts, all not-so-cleverly marked “seasoned Octopus”. The receipts revealed cash transactions that Chen never reported to the IRS. Uh oh.

And before you chalk Chen’s errors up to unskilled accounting… Investigators also found an encrypted Excel spreadsheet in his files that showed $1.9 million in sales (woah, I am in the wrong business!). But Chen only reported $450,165 in sales to the California Board of Equalization and $65,738 in sales to the IRS.

Fune Ya is now closed, and owner Michael Chen was convicted by a federal jury this week of filing false federal corporate income tax returns and mail fraud. No word yet on what his sentence will be.

John Campbell’s Irish Bakery expanded too fast, failed to pay employees

In March 2010, we posted a snippet about John Campbell’s Irish Bakery (5625 Geary) opening a second location on Fillmore Street in Pacific Heights. Not long after, they opened a third location on De Haro Street in Portrero.

Times appeared to be good for selling their renowned scones and Belfast Bap sandwiches!

But as it turns out, making enough dough to pay the rent proved to be challenging for the upstart bakery. So much so that owner John Campbell stopped paying his employees.

That didn’t sit well with the Labor Commission who recently ordered Campbell to pay $56,777 in unpaid wages, penalties and interest to a dozen former bakery employees who filed suit against him last spring.

Campbell initially stopped paying the employees back in January 2011. As the months rolled on, Campbell promised them they would eventually be paid. Memorial Day weekend rolled around, and Campbell closed the Pac Heights and Potrero locations for the holiday weekend, telling employees they would re-open up the following Tuesday. But they never did, and employees eventually learned that Campbell had filed for bankruptcy.

According to The Examiner, one of Campbell’s former managers, Sara Johnson, is owed $11,219 for 324 hours of unpaid work, interest and penalties. Another employee is owed $1,500, another – Kelsey Heckenkamp- is waiting on $10,210 in back pay.

And it’s not the first time Campbell has had financial problems with his business, The Examiner reports:

The June complaints are not the only problems on record. In 2009, Campbell was cited for not having enough workers’ compensation, according to records from the California Department of Industrial Relations. And another complaint, in 2008, found the bakery owed one employee $42,500 for back wages, overtime and mealtime. That claim was settled in 2009 for an undisclosed amount.

So what propels an employee to stay on for months even if they are not getting paid? That part is unclear but a struggling economy where jobs are scarce probably made it tough. Heckenkamp said that not getting paid for months a time “became very stressful”. We hope that employees at least went home each night with armfuls of bread from the shop!

The Geary Boulevard location for John Campbell’s Irish Bakery remains open and we have yet to hear any reports of it planning to close. But if you see a “Help Wanted” sign in the window, you just might want to think twice about applying for the job.

City tells the Rockit Room on Clement to clean up its act

The Examiner reports today that the Entertainment Commission came down hard on the Rockit Room club at 406 Clement Street, after hearing from SFPD and local residents in a hearing last month.

In the last 12 months, the Rockit Room has been a sore subject for neighbors and the Richmond District police precinct, who regularly deal with fights, noise, drug use and other issues stemming from the patrons that the venue’s live music performances attract.

Last month, the Commission issued 17 conditions that the Rockit Room needs to meet in order to hold on to their entertainment permit.

Most of the conditions require increased security (“Install surveillance cameras inside and outside the door to the venue “, “All security must wear distinctive clothing”, Must pat down and electronically scan every patron”) as well as better handling of the acts that perform at the club (“If using outside promoters, there must be a contract in place prior to event, and they must have special event insurance and be registered with city”).

The most telling condition – that the club must end any live entertainment by 1am and have lights on in the club and bar are by 1:30am every night.

Not long after the Commission laid out these conditions, the club had an incident in early March that resulted in more than 100 people spilling onto Clement Street during a fight, during which an officer was assaulted and one person was arrested. Police permit Officer Tobius Moore told The Examiner that he typically posts two officers at the Rockit Room around closing time every night.

“It’s a huge burden,” he said. “They can be doing police work, answering calls and self-initiated policing as well, and instead they have to sit and baby-sit. It’s ridiculous.”

The club has also been ordered to meet with SF Safe, an organization affiliated with the SFPD that helps residents and businesses with crime prevention and safety issues. SF Safe will complete a security assessment of the Rockit Room and make further recommendations on how to make it a safer environment for patrons and neighbors.

Back in February, police arrested three men at the Rockit Room in conjunction with a concert by Oakland rap artist Philthy Rich, including the rapper himself.

The Rockit Room has been a frequent topic of the Richmond District Community Police Forum meetings over the past several months, and commenters here on the blog often refer to it as one of the rowdiest spots in the neighborhood. Still others appreciate some of the less controversial events that the club hosts like festive salsa dancing nights.

It’s clear the Rockit Room has a lot of work to do to meet the conditions laid out by the Entertainment Commission. Since October, police have responded to 21 incidents at the club. At various times they have seen security staff drinking on the job or missing completely when fights broke out.

Time will tell whether they can clean up their act enough to hold onto their entertainment permit. Even neighboring owner Lee Parmalee of the Dirty Trix Saloon says enough is enough, telling The Examiner, “I want a music venue on Clement Street, but I don’t want it to import crime.”

Police Blotter – March 23, 2012 | Auto thefts up, esp. Hondas and Acuras

CAPTAIN ERIC VINTERO’S MESSAGE
St. Patrick’s Day Weekend Recap:
The Officers at Richmond Station worked very hard this weekend to ensure public safety. A DUI checkpoint was set up at Geary and 9th Avenue by the SFPD’s Traffic Company on Saturday night. Over 400 cars/drivers were inspected, but there were no arrests made related to drunk driving. There were no injury accidents in the district due to an intoxicated driver.

Richmond Station undercover officers conducted inspections at numerous bars along the Geary and Clement Street corridor. A total of 15 misdemeanor arrests were made for offenses such as: minor on premises (under 21), possession of a fake ID, bar allowing consumption of alcohol after 2:00 am, a warrant arrest, and a furnishing marijuana arrest. Numerous quality of life infraction citations were also issued for public urination and drinking in public. The majority of the culprits were college students from outside of San Francisco. Our Station permit Officer will be working closely with ABC, the SFPD Alcohol Licensing Unit, and the Entertainment Commission to ensure that these businesses will be held accountable for violations. There were no violent crimes reported over the weekend.

Crime and Traffic Enforcement Updates:
The latest CompStat numbers are in, and I am happy to report that all violent and property crimes are down in comparison to last months statistics (the latest extraction period is 02-19-12 to 03-17-12). The only crime that is up in the Richmond District (YTD) in comparison with 2011 statistics is auto theft. Officers at Richmond Station will be focusing on this problem in an effort to dramatically bring this number down. Many of the vehicles stolen are 90’s models Japanese make cars such as Honda’s and Acura’s. These vehicles are often targeted because their ignitions can easily be “punched” or accessed using a “shaved” key. If you own such a vehicle, I encourage you to purchase some sort of steering wheel lock device.

Richmond Station Officers write over 200 traffic citations a week. Officers focus on areas where we experience frequent accidents, and also on areas where we receive community complaints regarding unsafe conditions. Our Officers also pay special attention to areas around senior centers, schools, parks, and shopping corridors. Traffic enforcement is a high priority and we will continue to work hard to produce traffic calming effects throughout the district.

NOTEWORTHY ARRESTS
On 03/17/12 at 8:10pm officers were called to a report of person breaking into a premise on the 200 block of Collins. When officers arrived on scene, the suspect had fled the premise and was walking away from the home. The suspect was pointed out and when the officers went to detain him he fled on foot. A foot pursuit ensued and when one of the officers caught up to the suspect, he took a fighting stance. Other officers arrived on scene and were able to detain the suspect. The victim told the officers that he had looked out his front window and saw the suspect sleeping in front of his garage door. He went to call the police and when he returned he looked out again and the suspect was gone. When he went outside to check he saw that the side door, next to the garage had been kicked in. He walked through and saw that an interior door, which led to his father’s residence, had also been kicked in. The victim saw the suspect standing near the damaged door and he ran out to call the police. When he came back downstairs the suspect was gone and his father was on the floor. The officers interviewed the father who said that he heard the exterior door being kicked in and yelled out to the suspect to go away. The dad was standing inside his unit with the door shut and locked. Once the suspect got through the exterior door, he kicked in the door to the father’s residence and because the dad was behind the door, it knocked him over. The father made eye contact with the suspect who then fled the building. The 26 year old male was charged with trespassing, vandalism and elder abuse.

On 03/19/12 at 2:52pm, officers were called to a bank on a report of a female trying to cash a fraudulent check. Plainclothes officers arrived first and detained the suspect. During the investigation the officers spoke to the victim whose name was on the check and whose account it supposedly was. She told the officers that she was in possession of all her checks and did not know how the suspect obtained one of her checks, nor did she know the suspect. Other responding officers located the vehicle associated with the suspect in the bank and the occupants were detained. It was determined that the suspect in the bank was given the check to cash by one of the occupants in the vehicle. She was driven to the bank to make the transaction and subsequently was detained. The four occupants in the vehicle were charged with conspiracy, fraud and contributing to the delinquency of a minor. The female in the bank, a 17 year old was charged with burglary and fraud related charges.

On 03/20/12 at 3:45pm, officers were called to the area of 15th and California in regards to a robbery that occurred
on a MUNI bus. The victim reported that the she was on the 28 MUNI line and her phone was in her jacket pocket. When the bus stopped at Park Presidio and Fulton, the suspect grabbed the phone from the pocket and ran off the bus. The victim was able to exit at Park Presidio and California Sts and went to a nearby business and was tracking her phone. The phone was currently being tracked at 17th and Geary and officers located the suspect there in possession of the victim’s phone. The suspect told the officers “This isn’t fair. Someone stole my phone, that why I had to take hers, because I needed a phone.” The suspect, a 35 year old female was charged with robbery and possession of stolen property.

On 03/21/12 at 1:25am, officers were called to the 3900 block of Geary on a report of a large fight in front of a bar. Several officers arrived on scene and separated the parties. One of the officers tried to speak to a female involved but she was extremely intoxicated and belligerent. She kept walking away from the officer who finally had to grab her wrist and at that point the female began to thrash around and struggled with the officer. The suspect was finally placed into handcuffs and put into the backseat of a patrol vehicle. The suspect still had her legs outside the vehicle and refused to listen to the officers when they told her to place her legs in the car. One of the officers reached over to grab her feet and the suspect leaned back and lay on the seat and kicked the officer in the torso and hands. They were finally able to get her into the patrol vehicle. The 28 year old female was charged with being drunk in public, resisting arrest and battery on a police officer.

NOTEWORTHY INCIDENTS
Between 03/13/12, 6pm and 03/16/12, 7am on the 100 block of Point Lobos, the suspect entered a garage and took 3 bikes. There were no signs of forced entry.

On 03/16/12, between 11:50am and 7pm the suspect gained entry into an apartment through an open window and took cash.

On 03/17/12, between 2:45pm and 3:05pm, two suspects gained entry into a church on the 6200 block of Geary via a side door that may have been left unlocked. The suspects forced open and small desk where donations are dropped and took the cash from inside.

On 03/19/12 between 11:20am and 1:20pm on the 700 block of Presidio, a suspect gained entry into an apartment through an unlocked window. The suspect took a laptop, 2 watches and 2 cameras.

On 03/19/12 at 9:40pm, the victim was being dropped off in front of her home on the 3700 block of Jackson St . She had the passenger side door open with her purse still on her lap when the suspect ran up and grabbed her purse. The victim struggled to keep her purse and was pulled to the ground. The suspect was able to get control of the purse and ran west on Jackson St toward Cherry. The suspect was described as a black male, 45-50 years of age wearing a dark hooded sweatshirt with a tan jacket. The victim was uninjured.

On 03/20/12 between 9am and 3pm on the 4800 block of Anza, a suspect gained entry into a residence by prying open a side door. The suspect took cash, jewelry and an ipad.

Lincoln Park Market busted for lottery fraud…on Dateline NBC. Ouch.

Nothing like getting caught with your hand in the cookie jar… SF Citizen alerted us to this recent episode of Dateline NBC which follows California lottery investigators as they make their rounds.

The segment features Chris Hansen, who you may remember as the guy who used to surprise men on MSNBC’s “To Catch a Predator” when they came to meet underage girls for sex. Well now he’s on the lottery fraud trail.

The segment begins with a stop at Lincoln Park Market, located on Clement at 31st Avenue. In a previous visit, lottery investigators posed as a normal citizen, stopping in to see if any of the several tickets they purchased turned out to be winners. The owner, Mr. Nguyen, looks over the tickets and tells the man that he has a $5 winner, but nothing else.

Turns out that there was a $10,000 winner in the batch, which Nguyen then filed for himself to collect the winnings, essentially stealing the winning ticket from his customer. Nguyen tried his best to talk his way out of it, but eventually, the handcuffs came out. How not fun to get arrested on national television.

Nguyen pleaded no contest to a felony charge for filing a false lottery claim. He was sentenced to a 30 day work program and community service. And the California Lottery Commission promptly terminated his contract. So Lincoln Park Market is no longer a place to buy your winning tickets.

Police Blotter – March 16, 2012

Traffic Issues:
The Richmond District has seen a significant increase if traffic accidents this week due to the weather. Fortunately, there have been no serious, or life threatening injuries. Many crashes are caused by driving too fast for current conditions. The first and foremost tip: SLOW DOWN. Vehicles simply can’t stop as fast, or turn as accurately on wet pavement. Prepare in advance by leaving early, allowing yourself plenty of time to get where you’re going. Check to see that your windshield wipers are in good condition. Remember to keep your headlights on anytime you have your windshield wipers on continuously (it’s the law).

This Saturday is St. Patrick’s Day. Richmond Station Officers will be conducting extra traffic enforcement in the District to ensure public safety and to reduce the number of intoxicated drivers on the roadway. Attached are some interesting DUI facts related to the consequences of a DUI arrest. (From the SFPD website, Avoid the 14 campaign):

- A DUI conviction can cost you $7,000 or more in fines, penalties, jail costs, and storage fees. Your insurance company will raise your premium; maybe even cancel your policy.
- If your blood-alcohol level is .08 or above, the Officer will take your driver’s license away on the spot. Anyone with a driver’s license is presumed to have given consent to law enforcement to conduct chemical testing of the driver’s blood or breath.
- The Officer will issue a 30-day temporary license endorsement. This allows the DMV to suspend your license.
- If you refuse to take a test or fail to complete a test, your license will be suspended for one year.
- Are you under 21? If your blood-alcohol level is .01% or higher, your license may be revoked or suspended.
- On your first conviction, you will serve at least 96 hours to six months in jail, then three to five years’ probation

Please remember to drive defensively at all times, wear your seat belt, don’t drink and drive, and reduce your speed when on slick pavement.

The next Richmond District community meeting will be held at Richmond Station on Tuesday, March 20, 2012 at 7pm. Part of the program will include the SFPUC to gather information from our Community:

The San Francisco Public Utilities Commission (SFPUC) is making investments to improve the sewer system and we want to hear from the public. The Sewer System Improvement Program (SSIP) is a collection of projects needed to keep the system working well into the future. Over the next several years, the SFPUC will carefully evaluate the sewer collection system, using a watershed based approach, to understand challenges and possible project solutions. The SFPUC team will be gathering information from the public to better understand storm water and sewer issues in each of San Francisco ’s watersheds (e.g. neighborhoods). We want to know what happens in your block, neighborhood or place of business. This information will help us make better decisions about how to improve the sewer system while we strive to make the city and its neighborhoods safer and environmental sustainable.

NOTEWORTHY ARRESTS
On 03/11/12 at 2:15pm, officers responded to a call of a MUNI bus driver that had been assaulted by a passenger on a bus that was at Fulton and 43rd Ave. As the officers arrived the suspect exited the bus and was detained. The driver told the officers that the suspect had boarded at 43rd and Fulton put money in the till, which wasn’t enough to cover the fare. The suspect demanded a transfer and when the driver told him he hadn’t paid enough, the suspect reached over the driver’s compartment and tried to grab for a transfer. The driver tried to stop him and the suspect lunged at the driver, striking him in the face. The suspect then grabbed several transfer and went to the rear of the coach. The suspect, a 64 year old male was charged with battery.

NOTEWORTHY INCIDENTS
On 03/09/12 at 5pm on the 200 block of Stanyan, the resident was in his garage loading up his vehicle with the garage door shut. As he opened up the garage door he observed the suspect exiting his front gate. The victim said that the suspect was not carrying any items, but as he inspected the area he saw that his bike had been taken from the area behind the locked gate. He hadn’t heard any noises from the front prior to going down to his garage. The suspect was described as a male, 30-40 years of age, wearing a black jacket and brown overalls.

Between 03/09/12, 10pm and 03/10/12, 10:10am on the 300 block of 16th Ave, a suspect gained entry into a multi-
unit garage and broke into two vehicles parked inside. The suspect took tools, an Ipod and sunglasses. The door may have been left open by a tenant.

On 03/10/12 at 12:14am, a fight broke out in a bar on the 4600 block of Geary Bl. The victim and his friend were playing pool when another patron got into an argument with the friend. A glass went flying and struck the victim in the head, causing a laceration. The fight moved from inside to the sidewalk outside and the 5 suspects fled the area.

On 03/10/12, at 12:30pm, the victim was walking on 27th Ave near Cabrillo. The suspect came from behind her
and snatched her purse from her shoulder and fled south on 27th Ave into Golden Gate Park . The victim was uninjured and reported it one hour after it occurred. The suspect was described as a male, 6’2”, 200 lbs with black hair and blue jeans.

On 03/11/12 at 1:22am, the victim and her friend were walking on Post near Scott St when they heard footsteps running up from behind them. The suspect appeared in front of them and grabbed the victim’s purse from her wrist. They tried to give chase but lost the suspect as he fled south on Scott St . The suspect was described as a male, 25-30 years of age, 6’0”, 175lbs wearing a black hooded sweatshirt and blue jeans.

On 03/12/12 at 6:10am, a resident of an apartment building heard one of the garage doors open, and then shut. She did not hear the sounds of a car starting and thought it was unusual. She went down to investigate and saw the suspect standing in the middle of the garage. The resident then saw that the doors to her own vehicle were open and the interior light was on. She also noticed that the suspect was holding her motorcycle helmet which had been stored in a bag in the garage. The victim confronted the suspect and asked what she was doing. The suspect replied “Nothing” and exited the garage. The victim checked her vehicle further and saw that she was missing two Ipods and two pairs of ski goggles. The suspect was described as a female, 20-30 years of age, with dreadlocks or matted down hair.

On 03/13/12 at 12:45pm, an employee of a church was assaulted by a homeless male who had come in to use the washing machine, which is a service the church provides. The employee stated he was explaining the rules when without provocation the suspect punched the victim in the head, causing him to fall backwards on the floor. The suspect fled in and unknown direction. He was described as a male, 45 years of age, 6’0”, and 180 lbs with blonde hair. He was wearing a white shirt and blue jeans.

Golden Gate Park Concerts/Special Events meeting
On Wednesday, March 14, at 7 p.m., there will be a community meeting to discuss neighborhood concerns regarding large concerts and events in Golden Gate Park . The meeting will be at the Community Meeting Room of the Richmond Police station at 461 6th Avenue . This will be a working meeting to identify issues and propose solutions. The next Richmond District community meeting will be held at Richmond Station on Tuesday, March 20, 2012 at 7pm. Part of the program will include the SFPUC to gather information from our Community:

The San Francisco Public Utilities Commission (SFPUC) is making investments to improve the sewer system and we want to hear from the public. The Sewer System Improvement Program (SSIP) is a collection of projects needed to keep the system working well into the future. Over the next several years, the SFPUC will carefully evaluate the sewer collection system, using a watershed based approach, to understand challenges and possible project solutions. The SFPUC team will be gathering information from the public to better understand storm water and sewer issues in each of San Francisco ’s watersheds (e.g. neighborhoods). We want to know what happens in your block, neighborhood or place of business. This information will help us make better decisions about how to improve the sewer system while we strive to make the city and its neighborhoods safer and environmental sustainable. Please join us at the Richmond District community meeting on March 20 at 7pm to give your feedback.

NOTEWORTHY ARRESTS
On 03/06/12 SFPD Mounted units were in the area of Golden Gate Park near Bowling Green Drive and JFK Drive in an area that was known to have homeless encampments. They came across a group of 8 who had sleeping bags, blankets and tarps spread across the ground. They had also lit a campfire. One of the campers had a dog that lunged at the officers and upon running the owner of the dog it was determined that she had a warrant from another county. The 21 year old female was charged for the warrant.

On 03/06/12 at 9:30am, SFPD Honda units were in the area of 5th Ave and JFK Drive and located a homeless encampment with a tent and a campfire. Two of the 3 were cited for the campfire and the third, a 20 year old male was charged with an out of county warrant.

On 03/07/12 at 11:50am, officers responded to a call of a male who was in a “garbage room” of an apartment
building on the 300 block of 21st Ave. A tenant of the building had located the suspect and when he confronted him, the suspect left the building. The caller followed the suspect and updated 911 dispatchers as to the suspect location. Officer detained the male in a business on Geary and 21st Ave. The male told the officers that he was homeless and “was just sleeping” in the garbage room. The suspect, who is on parole, was charged with trespassing and possession of narcotic paraphernalia.

On 03/07/12 at 10:15pm, officers were sent to a call of a fight near the De Young Museum. The caller was reporting that a homeless male kicked him and made threats. The caller provided a description and direction that the suspect had fled. Officers located the male at Fulton and 8th Ave where he was detained. The suspect was on probation and subject to search; officer’s located narcotic paraphernalia and narcotics. The original caller did not wish to press charges, the 23 year old male was charged with narcotic and probation violations.

NOTEWORTHY INCIDENTS
Between 03/03/12, 9pm and 03/04/12, 10:30am on the 400 block of Lake St, a suspect gained entry into an apartment lobby and took a bike that had been locked up under the stairs. The suspect used bolt cutters to cut the lock and there were no signs of forced entry into the building.

On 03/04/12 at 12:24am, officers responded to a call of an attempted robbery at 14th Ave and Clement St. The victims, who had been drinking told the officers that they were walking on Clement and one of them accidently bumped one of the suspects as they passed each other on the sidewalk. The victim apologized to the suspect who said “What’s your problem” and punched the victim in the head. The victim said he then saw the suspect holding a handgun and the victim’s friend heard them say “empty your wallets.” The victims ran from the scene. The suspects were described as three males in their early 20’s wearing dark clothing.

On 03/05/12 at 12:50am, the victim was walking south on 20th Ave towards Anza St. The suspect came up from behind her and grabbed her purse from her shoulder. The victim held onto the strap and began screaming for help. The suspect pulled her into the street and the strap finally broke off the purse and the victim fell to the ground. The suspect was able to take the purse and fled east bound on Anza St. The victim sustained minor injuries and refused an ambulance. The suspect was described as a male, 20-30 years of age wearing a red beanie cap and a dark jacket.

On 03/06/12 between 3:30pm and 4:00pm, a suspect took a bike that had been parked and locked in front of the De Young Museum.
