CAPTAIN RICHARD CORREIA’S MESSAGE

During the month of September Richmond Station officers arrested ten individuals for DUI. Year to date we have arrested ninety-nine individuals for DUI.

Auto burglaries continue to be a significant problem in the District. The number of incidents reported each month has been rising over the past three months. In nearly every break-in there were items of value left visible in the passenger area of the victim’s car.

Criminals target cars that contain items that have a potential for profit. If your car’s passenger compartment is empty, the odds are that the thief will go elsewhere. So, please don’t leave anything inside the passenger compartment of your car when it is unattended. This includes CDs, coins and even empty paper bags.

Items most often reported taken include: GPS devices, lap-top computers, brief cases, luggage, purses, coins, cigarettes and empty packages of all types.

Here are some tips to minimize the chance of being victimized:

• Don’t leave ANY personal or valuable items inside a vehicle.
• Lock all valuables inside the trunk before arriving at your destination. If your vehicle has a passenger compartment trunk release, items in your trunk are at risk.
• Doors should be locked and windows rolled up.
• Use anti-theft devices like “The Club” or an alarm system.
• Removable stereo systems should never be left in a vehicle.
• GPS mapping devices – dash or windshield mounted– should never be left in a vehicle.
• Report break-ins and thefts to the San Francisco Police Department at (415) 553-0123, at any district police station, or online at www.sfgov.org/police.
• Call the police if you see someone tampering with a vehicle.

To report a crime in progress call 9-1-1

Please attend the next Community/Police Forum on October 20, 2009 at 1 p.m. at the Richmond Village Beacon, which is located at Washington High School. The Beacon is best reached through the 30th Avenue gate located just south of Anza Street. Officers will be posted nearby to provide direction to the meeting.

We are in the process of forming a community advisory board for the Richmond Police District. If the notion of participating interests you, kindly send me an email and I will send you some literature that describes the functions of the board, time commitments and objectives.

Mapping sex offenders in the Richmond District

With the troubling Jaycee Dugard case in the news over the past several weeks, I began wondering what sex offenders might be living in my own neighborhood. Thankfully, there are tools online that can help you find the information.

My first stop was the website Family Watchdog which enables you to look up offenders by city, street, zip code, or even by name if there is a particular offender you want to track.

A quick search on “94118″ showed me a map of the Richmond District with small squares to denote offenders. Family Watchdog categorizes different types of offenders with specific colors, mapping out those that have committed offenses against children, as well as those that have been convicted of rape, sexual battery or something else. Screenshot of Richmond District map

Click a square on the map and another window pops up with detailed information about the offender including their photo, address, prior convictions, physical description, and any known aliases.

The map also points out schools and parks. I noticed one child offender, Mills Johnson, lives at Cabrillo and 17th, right next to Argonne Elementary School. Same for Ronald Benavidez who lives one block from Star of the Sea elementary on 9th Avenue.

Another tool that has gotten a fair amount of media attention is the Offender Locator app for the iPhone. Download the free app and you can quickly look up child sex offenders in your area (unlike Family Watchdog, the app does not list other types of sexual offenders).

Because an iPhone has built-in GPS capabilities, the app can use your current location to pull up a list of nearby offenders. Or type in a different U.S. address, perhaps that of a location you’ll be visiting with your kids.

Both Family Watchdog and the Offender Locator app have the same data in them. That’s because they both pull from each state’s “Registered Offenders Database” which is publicly available information. Keep in mind that though offenders are required by law to re-register every time they move, it doesn’t always happen. So the data you see on Family Watchdog or in the iPhone app may not be current.

At the end of the day, knowledge is power. While I don’t want to alarm or scare parents or other residents that live in the Richmond, I think it’s important to know your surroundings and be aware of who and what is in your community. I hope you find these free resources useful.

Sarah B.

Police Blotter – September 18, 2009

CAPTAIN RICHARD CORREIA’S MESSAGE
A person came to the Station’s the other evening to make a report, and I happened to be at the front counter. They asked me if we were open for business and at what time did we stop patrolling. I reminded them that we operate around the clock and never close.

Last night at 3:00 AM officers were patrolling on 30th Avenue and Anza Street. Being mindful of recent burglaries and auto break-ins in the area, the officers stopped to talk to a suspicious person. The individual dissembled and very quickly his claim of legitimate business in the neighborhood fell apart. The officers learned that the individual was a felon on probation with a history of burglary and auto break-ins. In fact the individual had an arrest record that included nineteen felonies and twenty misdemeanors. During a search pursuant to a condition of the person’s probation officers located an array of burglar tools, including a flashlight, keys, metal files, tweezers and saws. He was arrested for possession of burglar tools and a probation violation. This is good police work by our midnight officers. They captured a career criminal who was lurking about in a residential area in the middle of the night intent on committing a crime.

During the past week, there were 20 traffic accidents, 3 involving injuries, and 1 DUI arrest. There were 6 citations issued for driving without a license or driving on a suspended license.

NOTEWORTHY ARRESTS
On 09/13/09 at 1:10am SFFD Medics and an SFFD engine responded to the 2500 block of Sutter on a medical call. When the paramedic tried to bring in medical equipment to treat the patient, another tenant blocked his way. The tenant was told to move several times but refused. The tenant then grabbed the paramedic by both wrists and would not let go. After a brief struggle, members of fire department helped hold the male down until the police arrived. The 41 year old male was charged with battery.

On 09/15/09 at 12:37pm officers responded to 600 block of 44th Avenue on a call of a male running around naked and possibly under the influence of a narcotic. Officers were directed to a specific residence by witnesses and officers observed blood drops on the stairs. They located the male inside the home with numerous lacerations to his body. Also discovered a marijuana grow in the house. The 30 year old male was transported to the hospital for treatment for his injuries and then charged with cultivation of marijuana.

On 09/15/09 at 10:15pm officers responded to the 300 block of Funston on a report panhandler who threatened to slash all the tires in the neighborhood when persons did not make donations. The male was located and originally gave a false name to the officers. Through an investigation his true identity was revealed and officers discovered he had 2 outstanding warrants for his arrest from Santa Clara County. Prior to being transported to the county jail, the suspect needed to be medically cleared at a local hospital for a previous injury. As the officers were escorting the male from the x-ray room back to the exam room, he threw his shoulder into one of the officers knocking him off balance. In addition to the two warrants, the 46 year old male was also charged with battery on a police officer.

On 09/17/09 at 9:10am officers were called to the 800 block of La Playa on a report of an attempted robbery. Plainclothes officers were in the area and located the suspect. Officers determined that the suspect approached a woman as she exited a store. He swore at her and called her vulgar names and tried to take the soda she had just purchased from her hands. She then ran back into the store and the suspect threatened to harm her if she called the police. The suspect, a 38 year old male was charged with threats and attempted robbery.

On 09/18/09 at 3:14am officers were patrolling the area of Washington High School due to several burglaries that had occurred since August. Officers observed the suspect walking on 30th Ave towards Anza wearing all dark clothes and a carrying a large black backpack. They stopped to speak with the suspect and it was determined he was on probation for burglary. In the backpack Officers located master keys, pick bars, metal files and other burglar tools. The male, a 38 year old was charged with being in possession of burglar tools and a probation violation.

NOTEWORTHY INCIDENTS
On 09/11/09 at 7:25pm a suspect entered a business on the 2400 block of Balboa Street armed with a gun. The suspect told the two victims that “This is a robbery” and that he would shoot them. He then took money and fled out of the store in an unknown direction. The male was wearing a dark shirt wrapped around his face, a dark vest and blue jeans.

On 09/11/09 at 8:17pm victims were walking west on the 2600 block of California Street. They heard someone running up from behind them and they turned around. Two male suspects tackled the victims to the ground and tried to take their purses. One of the victims tried to hold on to hers and was punched in the head until she let go. The second suspect took the other victim’s purse and they both fled south on Pierce Street. A witness nearby heard the screams and saw two males running from the scene, south on Pierce Street and get onto bicycles. The suspects were both wearing black hooded sweatshirts and black jeans. The victims refused medical treatment.

On 09/14/09 between 6:30am and 10:55pm on the 300 block of 10th Avenue a suspect entered an apartment by climbing a fire escape and entering through a window. Once inside the suspect took cash.

On 09/14 between 8:00am and 5:30pm a suspect entered an apartment by climbing scaffolding that had been placed on the building. Once inside the apartment the suspect took jewelry, a laptop and a video game system.

On 09/15/09 at 11:30am a victim a 79 year old male walked by the bus stop at 38th Avenue and Fulton, and saw a suspect standing there. The suspect stopped the victim and told him he was looking for a church as he had received an inheritance and wanted to donate money. While discussing this, a second suspect approached and joined the conversation. The victim, unaware that the suspects were acting in concert, accepted an invitation to go with suspects in a vehicle to find a church. While driving around, the one suspect showed the victim a satchel of money that was his “inheritance” and asked the victim and the second male to show their money. They drove to the area of 19th and Geary where the one suspect was to withdraw a sum of money from his bank account. When the suspect returned, the victim went to his bank and withdrew a large amount of money. The logical rational for the victim to obtain cash from is account was convoluted; however, the outcome was that he was ultimately to leave the vehicle with more money then he had obtained from his bank. The suspects dropped the victim off back at the bus stop after giving him a satchel of “money”. They departed and the victims opened the satchel and found newspaper. Loss: $14,000.00.

Between 09/16/09 6:00pm and 06/17/09 at 7:15am on the 600 block of 32nd Avenue a suspect gained entry into the school and was able to access three locked classrooms. The rooms were vandalized and papers scattered throughout. One of the classrooms had some items taken.

On 09/16/09 at 9:30pm a victim was walking on north on 19th Avenue from Fulton Street. He noticed two males fall in behind him and follow him down the block. He finally turned around and asked the suspects what they wanted. One of the suspects then took out a handgun and pointed it at the victim, telling him to give up all his property. The victim handed over his bag which contained his laptop, cell phone and wallet. The suspect then fled to an awaiting vehicle parked north of them and fled the area. The suspects were described as males in their late teens, early 20’s wearing black hooded sweatshirts and the vehicle was a four door sedan.

On 09/17/09 at 6:30am the victim was walking north on 42nd Ave towards Geary Bl. She noticed a white vehicle drive past her, northbound, then make a u-turn and come back. The vehicle stopped and two suspects exited and approached the victim. One of the suspects had a gun in his hand and told the victim that she was going to have to give up her purse. The victim gave up her bag and the suspect ran back to their vehicle and fled south. The suspects were described as two males in their early 20’s wearing black hooded sweatshirts. The vehicle was described as a white, 2-door Japanese make.

On 09/17/09, between 8:00am and 5:00pm, on the 4600 block of Cabrillo, a suspect entered into a residence by prying open the front metal gate. The suspect took a camera, jewelry and laptop.

Police investigating death of 39-year old Richmond resident

[Via SF Examiner]

A friend found 39-year old Serena Arikan unresponsive Saturday morning in her home in the 500 block of 44th Avenue. Though there was no sign of trauma on her body, the medical examiner’s office determined Arikan’s death was suspicious, San Francisco police Sgt. Wilfred Williams said

Arikan’s social-networking sites indicate she was engaged to be married and worked as a manager for commercial properties in San Francisco. The medical examiner will determine the cause of Arikan’s death and whether it was natural, accidental or something else.

The Examiner adds that “it is not unusual for police to investigate deaths which involve an otherwise young and healthy individual”.

CAPTAIN RICHARD CORREIA’S MESSAGE
Automobile break-ins continue to plague the District. In nearly every case there were one or more items of value left visible in the vehicle. Burglars target cars that contain items that have a potential for profit. If your car’s passenger compartment is empty, the burglar will go elsewhere.

So, please don’t leave anything inside the passenger compartment of your car when it is unattended. This includes CDs, coins and even empty paper bags. Items most often reported taken include: GPS devices, lap-top computers, brief cases, luggage, purses, cigarettes and empty packages of all types.

During the past week, there were 34 traffic accidents, 10 involving injuries, and 1 DUI arrest. There were 8 citations issued for driving without a license or driving on a suspended license.

NOTEWORTHY ARRESTS
On 08/28/09 at 8:10pm officers responded to the area of the Botanical Gardens on a report of a man running naked through the streets. Officers were then directed to the area of Middle Drive West where they observed the suspect completely nude, except for a pair of black socks standing in the middle of the street. Based on the suspects’ physical symptoms and erratic behavior, it appeared he was under the influence of drugs. Several verbal commands were given to subject to lie on the ground, but he maintained a combative stance. He finally complied and the officers were able to place him into handcuffs. The officers then walked him over towards the sidewalk and the suspect began to kick his legs striking both officers. They were able to finally get him to the ground where he continued to kick out at the officers and roll around on the ground. With the assistance of back up units officers were finally able to subdue the suspect. He was taken to the hospital to be medically evaluated where he told the officers that he had taken LSD. He also told them that he couldn’t believe that the officers were able to “take him down” as he had been a state wrestling champion. The 23 year old male was charged with indecent exposure, resisting, assault on an officer and being under the influence of a narcotic.

On 08/28/09 at 8:30pm plainclothes officers were in the area of Post and Broderick when they saw the suspect retrieve an item from beneath a utility meter security box. The suspect walked away and seconds later returned to the same box and reached under it again. Officers made contact with the suspect who immediately threw an item to the ground. Officers determined that the item was a baggie of narcotics and, when they attempted to detain him, he resisted and tried to pull away. The officers were able to detain the suspect. While en route to police station the suspect attempted to kick out a patrol car window. The suspect was charged with possession of narcotics for sale.

On 08/30/09 at 1:00am officers responded to a call of a taxi cab driver being assaulted by a passenger at Walnut and Jackson. The passenger, who was later determined to be 20 years old, was intoxicated and had refused to pay his cab fare. The driver asked the suspect several times to pay and the suspect punched him in the face. The passenger exited the cab and went up the steps to a residence. The officers arrived and saw the male on the steps and asked him to come down so they could speak to him. The passenger swore at the officers and went inside the home. Through the glass front door the officers saw the suspect go down a hallway and out of sight. They knocked on the door several times and the suspect came outside. The officers, not knowing if the suspect had obtained a weapon while inside the home, attempted to detain him. The suspect resisted the officer’s attempts but they were finally able to place him into custody. The suspect, who admitted to the officers that he had been drinking heavily, showed them a fake ID, which contained a date of birth that was three years earlier than the suspect’s real birth day. The suspect was charged with defrauding the cab driver, resisting arrest and false identification.

On 08/31/09 at 2:00pm officers were called to the area of 16th Avenue and Geary on a report of a theft that had just occurred. The suspect was being chased by a citizen who lost sight of the suspect near 15th Avenue and Geary Boulevard. Upon hearing the suspects description one of the responding officers stopped a MUNI bus that had just left Geary and Park Presidio. The suspect was found on the bus and was detained by the officer. Another passenger on the bus told the officer that when the suspect saw the police car behind the bus activate his lights and siren he threw a knife under a seat. The suspect then changed seats before the officer boarded the bus. The knife was located. Further investigation determined that the suspect had gone into a business on the 5400 block of Geary and stole an item from the store. The owner confronted the suspect, who had stolen from him in the past, and he dropped the item and ran away. The 31 year old male was charged with burglary of a store and carrying a concealed weapon.
