CAPTAIN SHARON FERRIGNO’S MESSAGE
Yesterday, I returned home from the International Association of Chiefs of Police Conference in San Diego, California. I am grateful to Chief Greg Suhr for affording me the opportunity to return to Richmond Station with new tools to improve public safety in our district. The IACP was a conference with state of the art technology, best practices and innovative programs shared amongst law enforcement agencies world wide. While I was away, Officer Troy Carrasco of Richmond Station received a special recognition award, along with Inspector Thomas Newland and Sergeant Jon Kasper for their work in solving 4 armed robberies in our district back in August. Congratulations for your well deserved awards.

NOTEWORTHY ARRESTS
On 09/29/12 at 1:56am, officers were on Fulton near 39th Ave , when they observed a male peering into an open window of a parked vehicle. The officers knowing that Fulton St. is well know for having car break-ins, stopped and detained the male. He told them that the car belonged to his girlfriend, and they also determined that the male was on probation. The officers located a stolen license plate in the vehicle and a spark plug chip on a string. A method of entry into vehicles is by throwing the chip at a car’s window, causing it to shatter. The 24 year old male was charged with being in possession of burglar tools.
Plainclothes officers were in the area of 47th and Fulton, when they observed two males, one riding a bike on the sidewalk. The one on the bike was familiar to the officers from prior contacts and arrests. The unknown male was asked if he was on probation or parole and he replied that he was not, but he did have a warrant for his arrest. The officers confirmed the warrant and upon conducting an arrest search located a baggie of methamphetamine. They also located a candle holder and a necklace in the male’s backpack which had been taken from the other subjects home. The other male did not want to press charges for the theft. The 47 year old male was charged with the warrant and numerous narcotic violations.
On 09/30/12 at 11:42pm, plainclothes officers were in the area of Geary and 19th Ave when they observed two males huddled along the building line on 19th Ave. As the officers got closer and continued to observe the two, they saw one male bring his hand up to his nose and snort something up his nostril. This male then brought his hand to the second male’s nose and he then snorted something into his nostril. The officers detained the two males and located a baggie of cocaine in the first male’s hand. The two, both 25, were charged with narcotic violations and being under the influence of alcohol and drugs.
On 10/03/12 at 1am, officer conducted a well being check on a male who was sitting in a vehicle on El Camino Del Mar and Seal Rock Dr . The male, who was on probation, had two open containers (vodka and cognac) in his vehicle. He also had a $40,000 warrant for his arrest from Alameda Co for reckless driving. The 24 year old was charged accordingly.
On 10/03/12, a woman went into Tenderloin Police Station and reported that her husband was on his way to a location on the 400 block of Arguello and that he was driving under the influence. Officers from the Richmond District went to the area and found the vehicle and driver as he was traveling south on 2nd Ave to eastbound Clement St . The officers also observed that the driver failed to stop at the stop sign on 2nd Ave. A traffic stop was done and the officers could see clear signs of intoxication. The male failed the field sobriety tests and the breath test. The 44 year old male was charged with driving under the influence.
NOTEWORTHY INCIDENTS
On 09/30/12 at 3am, the victim came home and parked his truck in his driveway. When he came out at 11:30, he saw that his truck had been broken into and the suspect used his garage remote to gain access into the garage. The downstairs office had been rummaged through and cash was taken.
On 09/30/12 a bike was stolen from the sidewalk on the 3400 block of Geary at 6:15pm. The victim is unsure if he secured it with the lock.
On 10/02/12, between 7:30pm and 8:10pm on the 600 block of Arguello, a suspect gained entry into an apartment garage by unknown means. The suspect broke into a vehicle parked inside and took a Fastrak.
Great…. Another captain oh so willing to dish out free burglar advice. I was completely unaware of “ninja rocks”. Hey chief, can you recommend a nearby auto parts store?

estimate of HSBG crowd size last year was 700,000 but not a word here about it or road closures thru out S.F. cuz of Fleet wk, yahct races, Giant’s and 9ers games. abandon hope all ye who enter the richmond dist.
I can assure you there is nary a crackhead on earth who doesnt already know how to steal sparkplugs as burglary tools from any parked motorcycle. everyone who owns a motorcycle understands this problem well
We traveled to Sunset around noon on 19th and traffic south-bound was really light. Northbound was the normal heavy stuff you see on a nice weekend. Was also at the Academy and De Young the rest of the day… turned out to be a good day to go, light crowds at the museums and the easy parking in the garage. I have seen a whole lot less foot traffic from HSB this year, seems like a smaller turnout. Of course, if this is the case, it could be because of the other gazillion things going this weekend.
