Here are some of the incidents that occurred in the Richmond Police District this week:

TRAFFIC COLLISION WITH INJURY

Spruce near Clay
A Lexus was northbound on Spruce when the driver decided to make a three point turn. He turned left into a driveway cutting across the path of a bicyclist who was riding southbound on Spruce. This sent the rider flying over the hood of the car and onto the ground. The bicyclist sustained moderate injuries. The driver was cited for the unsafe turning violation.
Captain’s Note: I’m a regular bike commuter in the City and I read every collision report in my district (the latter takes some of the pleasure out of the former). In my experience, when a collision is caused by a car cutting off a bike it’s sometimes because the driver saw the bike but didn’t mentally process it as “traffic” because it is smaller than a car. However, a bike has the same rights (and responsibilities) as a motor vehicle.

SUSPICIOUS OCCURRENCE / PEEPING TOM

A woman was in her apartment when she heard a man’s voice at her window making sexual remarks to her. Officers flooded the area but did not find the suspect. She had an identical incident with the same suspect about three weeks ago. There have been no other similar incidents reported in the area.
Suspect: White male 18-25 years old, no further description

ROBBERY

Park Presidio & Fulton
The victim was waiting at the bus stop when the suspects approached him from behind and pushed him to the ground. They threatened to shoot him (he never saw a gun). They went through his pockets and stole his backpack as well.
Suspect #1: Black male, 6’ 170 lbs, wearing all dark clothing
Suspect #2: Black male, 6’2” 170 lbs, wearing all dark clothing

SUSPICIOUS OCCURRENCE / BATTERY

The victim was shopping in a store when the suspect approached and knelt down near the victim as if to pick up something. Instead, he stroked her foot. The victim recognized the suspect because he did the same thing to her friend about a week ago. Officers detained the suspect who was an intellectually disabled adult and did not seem to understand the impact of his behavior on the victim. The victim did not wish to press charges. Officers contacted a social worker from Adult Protective Services regarding the suspect.
Captain’s Note: The non-consensual touching of the victim’s foot in this case is a battery which is a misdemeanor crime. California law requires the victim to press charges in order for officers to make an arrest in a case like this. In addition, the suspect must have the mental capacity to recognize that his conduct is wrong in order to sustain a criminal charge.

BICYCLE THEFT

The victim locked his bicycle to a bike rack using a chain lock. When he returned about 8 hours later his bike was gone. The victim does not have the serial number for his bike.
Captain’s Note: Most chain or cable locks can be quickly and easily cut. If a stolen bike is recovered, it is unlikely to be returned to the owner unless it is registered and or the serial number was included in the theft report. ROBBERY WITH A GUN AND A KNIFE

The victim was a self described professional ticket scalper from out of state who was in town to sell admission to Outside Lands. He placed a Craigslist ad offering to sell wristbands (used for admission to the festival) and arranged to meet the three suspects who were posing as potential buyers. They forced him into their car at gunpoint and also threatened him with a knife. They stole wristbands and cash before letting him out of the car a short distance away.
Suspect #1: Asian male 25-28 years old, 5’6” with a thin build, described as clean cut
Suspect #2: Asian male 25-28 years old, 5’9” with a thin build, armed with a gun
Suspect #3: Asian male 25-28 years old, 5’6” with a thin build, armed with a knife
Suspects’ car: Newer model Hyundai sedan with paper dealer plates

FOUND PROPERTY

Golden Gate Park
A paramedic staffing one of the medical aid tents at the Outside Lands Festival found a small baggie of cocaine on the ground near the tent. He turned it into SFPD officers who booked it into our drug evidence locker.
Captain’s Note: Thus far, no one has filed a lost property report for their missing cocaine… And no, the person who turned it in does not get to keep it if no one claims it. Drugs that are not needed as evidence are destroyed.

ARREST: ASSAULT ON A POLICE OFFICER CAUSING INJURY / RESISTING ARREST / TRESPASSING

Golden Gate Park
The suspect attempted to enter the Outside Lands Festival without paying by running past security guards and through an entrance gate. As the guard gave chase, a uniformed SFPD officer tried to stop the suspect who charged straight at him at full speed. The officer managed to grab a handful of the suspect’s shirt but was knocked violently backward by the suspect. The officer struck his head on concrete and briefly lost consciousness. Other officers caught and arrested the suspect who was slowed down by the first officer’s efforts. The injured officer was taken to the hospital and is now recovering.
Captain’s Note: When the officer regained consciousness, his supervisors saw that he still had a piece of the suspect’s torn shirt gripped tightly in his hand. Please take a moment to appreciate the tenacious crime fighting of your SFPD officers.

TRAFFIC COLLISION WITH INJURY

Baker & Post
A woman was driving her Honda south on Baker when she struck a parked car. The Honda flipped over and the driver sustained minor injuries. The driver told the investigating officer that she was looking at her cell phone when she hit the parked car. She was cited at the scene.
Captain’s Note: Getting hurt, wrecking your car, damaging another person’s car and getting a citation are all pretty awful. It would have been even worse if the driver had hit a person. BTW, pls stop txtng and drvng.

MLK near 25th Ave (Golden Gate Park)
The two victims set their cameras down briefly. The suspects pulled up in a car and suspect #1 jumped out and grabbed the cameras. The victims chased and tackled this suspect before he could get back into the getaway car. They recovered their cameras and the suspects fled with suspect #2 behind the wheel.
Suspect #1: Black male 20-25 years old, 6’4” 190 lbs, athletic build
Suspect #2: Black male 25-35 years old, 300+ lbs
Suspects’ car: Newer model Ford with paper dealer plates
Captain’s Note: Based on the suspects’ descriptions it’s easy to see how they decided which one would do the “snatch and run” and which one would drive the getaway car.

ROBBERY / ATTEMPTED CAR JACKING

Cabrillo & 46th Ave
A resident pulled into his driveway and got out of the car to move some boxes in the garage. He was away from the car (which was running) for less than a minute. He returned to find the suspect sitting in the driver’s seat. The suspect was trying to put the car in reverse, but could not properly operate the manual transmission. The resident asked the suspect what he was doing in the car and the suspect pointed a dark colored revolver at him. At this point the resident ran into the house and told his roommates to call 911. The resident and a roommate then ran back out and confronted the suspect who ran off and jumped into a car driven by another, unseen person
Suspect: Latino male, 30-35 years old, 5’6” 180 lbs, wearing dark clothing. His hair was pulled back into a bun
Captain’s Note: I do not recommend confronting a suspect who has pointed a gun at you.

ARREST: ATTEMPTED BURGLARY / POSSESSION OF STOLEN PROPERTY / WARRANTS

Lake & El Camino Del Mar
A resident heard a knock at her front door. Because she did not recognize the person, she did not open the door. She then saw the person walk away, but a few minutes later she heard someone trying to force open the side door of her house. She called 911 and while on the phone she heard someone now trying to force open the back door. Looking out the window, she saw the same person who had been knocking earlier. The suspect walked away, but officers flooded the area and found him a short distance away. He claimed that he was knocking on doors because he had lost his remote controlled toy drone and believed it was lost in a backyard. He also gave the officers a series of fake names. He had in his possession two packages that were addressed to the resident that he had stolen from the front porch. He also had two arrest warrants from Campbell, one for being under the influence of drugs and another for traffic offenses.
Captain’s Note: Please follow this resident’s example and call 911 right away anytime a suspect enters or is trying to break in.

  1. It’s probably also worth noting for the 8/11 attempted car jacking that’s it’s not only unwise to leave your car running while unattended, it’s illegal

    But always hilarious to read when a thief gets thwarted by a manual transmission

  2. Several of my neighbors are having a problem with people who have open containers of liquor on the sidewalk, regularly even (not a one time thing, if that’s acceptable). We were talking about this tonight- is it now okay to drink in public on the sidewalk if you’re not homeless or as part of a group or something? Do police just have better things to do than bother with this? Serious question.

    I’m seeing this more and more often. Plus creepy stuff like men who sit in lawn chairs to sun themselves near Peabody Elementary. Is this a thing now? Are we supposed to just look the other way? Why do we have parks and beaches if you can turn your public thoroughfare into a trailer park?

    Sunday Streets and organized events are one thing, but it’s confusing that random drinking strangers hooting and hollering is supposed to be neighborly and not ghetto. I wasn’t raised to pay multi-thousand dollar rents and pretend I can do whatever I want regardless of how it impacts my neighbors or treat public areas like I own them for whatever purposes I see fit.

    I’m the idiot who still picks up litter and puts it in the refuse bin.

  3. Oh my god! I know someone who had their foot stroked like that in a Walgreens just like that, it wasn’t unpleasant, but he jerked away as soon as she became aware, and it always made her wonder if it was an accident or not!

    I’m sort of curious now what the mental head game is of a person who does that sort of thing? Is it meant to be erotic? She isn’t a bad looking lady.

  4. a few comments for the police.
    1) agree with Bob. There are tons of people in the inner richmond who seem to think its OK to leave beer bottles and pizza containers on the street. Any advice
    2) can we get crosswalks on 2nd , 3rd, 4th and 5th at Cornwall? its hard to cross with cars flying 40mph through there. a 4way stop would be preferable, but at least a crosswalk , please?
    3) can we please post an officer on arguello between washington and sacramento to ticket bicyclists who blow through the stop signs at full speed. no need to ticket the ones that yield, but 90% of them dont even slow down. if you dont want to do this, do you have any advice for those of us who live there? do we need to make signs for the cyclsits and picket them?

  5. Thirding Motor & Bob. Motor, there is a police community meeting today. I think it would be terrific if you brought up these points.

What about people who can’t seem to smoke at their own “residence” and instead wander up the block at all hours of the day and night, perching in usually the same spot at 10th & Clement where the old 7-11 used to be . . . as well as all points between there and their residence–some sort of group home—they also like to stand and sit in front of everyone’s house along the route. It’s bad enough living right off Clement street and all the trash that gets blown down the intersections, but then we’ve got a river, piles of cigarette butts, carelessly tossed everywhere and most of them bound for the gutter then the drains . . .
