Barking Dogs
At a community member’s request, here is some information about enforcement actions for barking dogs that are creating a nuisance in your neighborhood. A barking dog is defined per San Francisco Health Code Section 41(i) as, “a dog that barks, bays, cries, howls, or makes any other noise continuously and incessantly for a period of 10 minutes to the disturbance of any other person.”
First, have you spoken with your neighbor? Perhaps they are unaware of the issue or its impact on the neighborhood. Getting to know your neighbors and working together towards a solution should be the first step. If the problem can’t be resolved through compromise and police involvement becomes necessary, an Officer can issue a citation for a barking dog violation, but they have to adhere to the following procedures:
– The Officer must receive two signatures for a private person’s arrest from two unrelated persons living at different addresses within 300 feet of the dog.
– Once the two signatures of the complainants are received, the owner of the barking dog will be cited for the violation of San Francisco Health Code Sections 41.12(d) and/or 41.12(e).
Here are some of the incidents that occurred in the Richmond Police District this week:

ARREST: ATTEMPTED VEHICLE BURGLARY

MLK Dr. & Hagiwara Tea Garden Dr.
Plainclothes Officers were in Golden Gate Park as part of an auto burglary abatement operation. Officers observed a suspect peering into vehicles, often times pressing her hands up to the glass with her face to the window, checking for items inside. Officers observed a male suspect nearby acting as a “look out”, glancing side to side while watching for pedestrians and on lookers. Officers observed both suspects quickly walk back to their vehicle in an attempt to escape after they noticed the presence of the police. An Officer identified himself and attempted to detain the female suspect before she could get into the vehicle. She resisted by pulling away from the officer in an attempt to escape. The male suspect jumped into the vehicle and quickly sped away, nearly hitting the female suspect and Officer as he fled. Officers located a window punch on the female suspect and booked her into County Jail on several charges including: attempted vehicle burglary, resisting arrest and possession of burglary tools.

Geary Blvd. & 23rd Ave.
An Officer on patrol observed a vehicle parked on the sidewalk with its brake lights on. The Officer saw a suspect in the driver’s seat and two additional suspects walk over and enter the vehicle. The Officer did a records check on the license plate and discovered the car was a stolen vehicle out of Sonoma. The suspect drove away, attempting to hide inside the Chevron gas station parking lot. The Officer was able to conduct a traffic stop inside the gas station. Since stolen vehicles are considered a high risk encounter, several other Richmond Officers arrived on scene to help. The Officers took all of the suspects into custody without incident. The driver (male suspect), was booked into jail on a stolen vehicle charge. The two female suspects were interviewed at Richmond Station and later released.

Funston Ave. & Fulton St.
Officers responded to Funston and Fulton St. regarding a male breaking into a vehicle. When Officers arrived they located a male suspect inside the vehicle attempting to start it. Officers ordered the suspect to put his hands up, but he continued to turn the key in the ignition in an attempt to start the car. Eventually the suspect complied and Officers placed him under arrest. One of the car’s back windows was smashed out and a set of keys were in the ignition. The Officers conducted a thorough investigation and booked the suspect on several felony charges.

Baker St. & Green St.
Officers responded to a possible burglary in progress, after a witness observed a male suspect jump over a fence of a house that is under construction. Officers arrived and located a male suspect. They conducted an investigation, including a records check, and discovered the suspect had a felony no bail warrant.

15th Ave. & California St.
A victim left his garage door open, while he went into his house to get something. When he came out he noticed his bike had been stolen out of his garage. There is no suspect description at this time.
ARREST: ROBBERY WITH FORCE

Balboa St. & 46th Ave.
Officers responded to Balboa St. and 46th Ave. on the report of a robbery. A witness also reported the suspects of the robbery may have been involved in a vehicle accident when they attempted to flee from the scene. Officers arrived and spoke with the victims, who told them they were walking east on Balboa St. when two female suspects approached them from behind. The suspects forcefully grabbed both of the victims and one suspect said, “Give me your sh*t!” One of the victims was able to retain her purse during a physical struggle. The other victim had her purse stolen by the other suspect. Both suspects jumped inside of a red car, which picked them up to get away. The car sped off and got into a collision with another vehicle a few blocks away. Officers arrived and detained all three suspects at the collision scene. The suspects were positively identified by the two victims as being the people who robbed them. The stolen property was located in the back of the suspect’s vehicle. One of the victims positively identified her property and got all of her property back. All three suspects were booked on various charges.

Stow Lake Dr.
Officers in Golden Gate Park observed suspects smoking in a vehicle parked near Stow Lake (smoking inside Golden Gate Park is an infraction). A Department of Motor Vehicles records inquiry revealed the vehicle was reported stolen out of San Francisco. The Officers detained the three occupants without incident. The driver was ultimately arrested and charged with possession of stolen property (the vehicle). The two passengers were released at the scene.
The Sandlot Program
The Sandlot program is about having Officers go out and interact with kids in their communities in a fun and healthy environment! All children are welcome to attend and play with the Officers.

So i don’t understand this, regarding the barking dog issue:

So, you sign to have a person arrested, then the cop goes and cites the person, and does not arrest them? That makes no sense. What are you actually signing for? How can you sign to have a person arrested? Please explain…
Interesting community relations to have “Coffee with a Cop” though, to adhere to a stereotype maybe “Doughnuts with a Detective” would also work.
JER, It’s probable the handbook language has not been updated to reflect that misdemeanors no longer result in arrests.
The “arrest for robbery with force” at noon on Sunday — that was three 15-16 year-old girls mugging my 13-year-old daughter and her friend who had been walking to the Balboa to see “Finding Dory”, then crashing the getaway car 2 blocks away.
To the neighbors at 44th whose cars were hit/totaled in that incident, my condolences.
I’m just glad no one was seriously injured, my girls got their belongings back, and the perpetrators were immediately apprehended. The SFPD officers were all very kind and professional.
It was a weird Sunday.
No report about the hit and run fatality of a cyclist on JFK at 30th ave by a stolen vehicle driver?
