STATION MESSAGE
This week a veteran member of Richmond Station, Sergeant Christopher Breen began his well deserved retirement after 3 decades of service to the City. Chris was the senior sergeant on the midnight watch and spent the past 9 years keeping the Richmond District safe over night. He served as a mentor to our newer officers, setting an excellent example of community oriented policing. Chris always told the rookies that the job is all about helping people, “No one cares what you know until they know that you care.” We will miss Chris very much and we wish him a long, happy and healthy retirement.

NOTEWORTHY ARRESTS & INCIDENTS
(Regarding some of the incidents in the weekly newsletter. We are not always able to give a full or complete account of what has occurred. We do not want to furnish information about ongoing investigations which may be prejudicial or interfere. We do our best to give a general overview of incidents within the district.)
On January 8, 2015 at 2 PM, Officers George and Magayanes were on patrol in the area of Fulton and 11th Ave. when they observed a vehicle westbound on Fulton Street sideswipe two parked cars. The officers initiated a traffic stop on the vehicle and contacted the driver. As a result of a computer query it was discovered that the driver’s license was expired. The driver was cited for driving on an expired license.
On January 8, 2015 at 7:27 PM, multiple Richmond Station units responded to the area of Arguello and Anza regarding a fight involving a large group of juveniles. While conducting a search of the immediate area officers detained two young males regarding this incident. It was at this time the officers Mariano and Jones were advised by dispatch that SFFD had located a victim at a bus stop with an injury to the back of his head. The officers attempted to interview the victim about the incident but the victim was uncooperative and refused to assist the officers. The victim was transported to hospital and both the detained males were released. The investigation into this incident continues…
On January 9, 2015 at 9:34 AM, Officer Wu was in the area of 10th Ave. and Clement Street when he observed a vehicle fail to stop at a posted stop sign. Officer Wu initiated a traffic stop and contacted the driver. A computer query revealed that the driver did not have a California license and was also unable to provide current proof of insurance. The driver was cited for driving with no license issued and other violations.
On January 9, 2015 at 11:50 AM, Officers were on patrol in the area of 22nd and Geary when they observed a vehicle fail to yield to a pedestrian in a crosswalk. The officers initiated a traffic stop on the vehicle and contacted the driver regarding the violation. A computer query revealed that the driver’s license was expired. The driver was issued a citation for driving while expired and failing to yield to a pedestrian.
On January 9, 2015 at 7:30 PM, Sgt. Dean Lee was on patrol in the area of Cabrillo and 2nd Ave. when he was blinded by the lights of an oncoming vehicle using its high beams. The Sgt. completed a safe U-turn and initiated a traffic stop on the vehicle. The Sgt. Asked for the driver’s license and the driver produced a passport. A computer query revealed the driver of the vehicle has never been issued a drivers license in California. The driver was cited for multiple violations.
On January 10, 2015 at 7:03 PM, Officer Chow was on patrol in the area of Clement and 17th Ave. when he observed a vehicle with a cracked windshield traveling eastbound on Clement Street. The officer initiated a traffic stop on the vehicle and contacted the driver. A computer query revealed that the driver also had a suspended license. The officers cited the driver for both violations.
On January 11, 2015, Officer’s Liu and Rotschi were on patrol in the area of Geary and Masonic Boulevard. The officers observed a vehicle swerving across multiple lanes in the roadway while narrowly avoiding crashing into a median. The officers initiated a traffic stop and contacted the driver regarding his unsafe driving. The driver stated he was the designated driver for the night and driving his friend home after an evening out. The driver’s friend was in the backseat apparently passed out. The officers noticed a strong smell of alcohol coming from the driver and initiated DUI investigation. The investigation resulted in the driver being booked at County jail on DUI charges and other violations.
On January 12, 2015 at 1:20 AM, Officer’s Liu and Rotschi responded to 19th and California to assist Officer Byrne on a traffic stop. Officer Byrne had initiated a traffic stop because the suspect’s vehicle had almost hit his vehicle which was stopped at a traffic light. The officers noticed the smell of an alcoholic beverage coming from the suspect and initiated a DUI investigation. The investigation resulted in the driver being booked for DUI at County jail.
On January 12, 2014 at 12:15 PM, Officers Kulstad and Dungca responded to Music Concourse Dr. in Golden Gate Park regarding threats being made by an individual to people in the area. Dispatch provided the officers with a description of the suspect and when they arrived at the scene they started an immediate search. Numerous Richmond Station officers responded to the scene in an effort to assist in a search of the area. Officers Kulstad and Dungca then spotted the suspect in this incident who was now waving a screwdriver around in a threatening manner. The officers ordered the suspect to throw down the weapon but he refused to comply. The suspect then attempted to flee the area on foot and the officers initiated a foot pursuit. The officers ultimately were able to catch and subdue the suspect without further incident. When the officers interviewed the victim in this incident, the victim told officers that the suspect had threatened to “shoot him in the face” then started reaching into his waistband imitating the possession of a possible firearm. A computer query of the suspect’s information revealed he was on probation for another matter. The suspect was booked into County jail on multiple violations including terrorist threats, resisting arrest and probation violations.
On January 12, 2015 at 12:41 PM, Officer Neil responded to the Citibank located at 6100 Geary regarding an attempted bank robbery. The suspect entered the bank and presented a note to the teller. The suspect in this incident ultimately fled the scene without obtaining any cash from the bank. The investigation into this incident continues…
On January 12, 2014 at 9:07 PM, Officers responded to a bar on the 1700 block of Geary Street regarding an assault. When they arrived at the scene they contacted the victim who stated he had been struck in the head with a beer bottle by an unknown assailant. The victim provided a description to the officers but they were unable to locate a suspect in the area. The victim in this incident was transported to hospital for further treatment of his injuries. The investigation into this incident continues…
On January 13, 2015, Officer Mazur responded to Anza and Cook Street regarding a verbal altercation which was occurring at the intersection. While enroute to the location, dispatch advised the officers that one of the parties involved had grabbed a cell phone from the other party and then fled the area in a vehicle. This upgraded the call from a verbal altercation to a robbery. Dispatch provided the officers with a description of the fleeing vehicle but they were unable to locate the vehicle in the area. When the officer contacted the victim he stated that the incident began over a parking spot. As the incident escalated, the suspect grabbed the cell phone from the victim and fled the area. The victim in this incident was unhurt and the investigation into this continues…
On January 13, 2015 at 6:09 PM, a citizen came to Richmond Station to report an incident which had occurred on the 11th January at about 9:20 PM. The victim stated she was walking her dog in the area 20th and California Street when a dark colored four-door sedan pulled up at a stop sign at the above intersection. The victim had just finished crossing the roadway when she heard several male voices shout “hey” in unison. The victim looked towards the vehicle and saw one of the passengers throw an egg at her which missed. A second vehicle which was traveling behind the first did the same thing, a passenger in the 2nd vehicle threw an egg at her which also missed. The victim was not injured or hit during this incident. The victim completed an incident report and the investigation continues…
On January 14, 2015 at 10:20 PM, Officers Mulliken, Alexander and Lok responded to the Safeway at 7th and Geary regarding a shop lifting incident. When the officers arrived at the scene they observed the store manager holding down a suspect who he stated had just stolen items from the store. During the course of their investigation the officers recovered an air gun in the inside pocket of the suspects jacket. All of the stolen items were recovered and returned to store. The suspect in this incident was cited for possession of an air gun and released at the scene. The gun in this incident was seized and then later booked into evidence at Richmond station.
